Description
Role Overview
We are seeking an experienced Project Manager with experience in the delivery of utility infrastructure projects in Abu Dhabi, operating within TAQA / TRANSCO or similar environments.
The role focuses on project governance and delivery management. The candidate will be accountable for overall project performance, including planning, execution, stakeholder coordination, authority compliance, commercial control, and successful handover.
Key Responsibilities
Project Delivery & Governance
Lead end-to-end project delivery in line with contractual requirements, approved scope, schedule, and budget.
Establish project execution plans, schedules, and control mechanisms aligned with TAQA / TRANSCO project frameworks.
Ensure timely achievement of project milestones, deliverables, and handover requirements.
Manage scope control, change management, and variations in coordination with commercial teams.
Authority, Client & Stakeholder Management
Act as the primary point of contact with TAQA, TRANSCO, consultants, and client representatives.
Manage all project interfaces with authorities, ensuring compliance with TAQA / TRANSCO procedures, standards, and governance requirements.
Coordinate and track all authority-related submissions, approvals, permits, site access requirements, and compliance obligations.
Maintain strong professional relationships with authority engineers, inspectors, and consultants to support smooth project execution.
Planning, Scheduling & Risk Management
Develop, monitor, and control detailed project schedules and resource plans.
Identify project risks related to approvals, access, sequencing, interfaces, and stakeholder dependencies.
Implement mitigation and recovery plans to address delays, constraints, or changes.
Ensure dependencies between engineering, procurement, construction, and approvals are effectively managed.
Commercial, Cost & Profitability Management
Manage project budgets, cost control, and cash flow in line with company financial targets.
Coordinate invoicing, payment milestones, and variations to ensure healthy project cash flow.
Monitor project financial performance and profitability, and implement corrective actions where required.
Support commercial negotiations and claims management related to scope changes or delays.
Team & Interface Coordination
Coordinate internal teams including engineering, construction, HSE, procurement, planning, and subcontractors.
Lead project meetings, progress reviews, and coordination sessions with internal and external stakeholders.
Ensure alignment between technical execution teams and project objectives.
Monitor manpower deployment, productivity, and subcontractor performance.
Compliance, Quality & HSE Oversight
Ensure compliance with UAE regulations, TAQA / TRANSCO requirements, and client standards.
Coordinate with HSE teams to ensure project activities are executed safely and in compliance with approved procedures.
Ensure quality, documentation, and records are maintained in line with contractual and authority requirements.
Reporting & Management Communication
Provide regular and accurate project status reports to senior management.
Highlight risks, constraints, commercial impacts, and mitigation actions proactively.
Maintain clear and auditable project documentation and records.
Requirements
Qualifications & Experience
Bachelor's degree in Engineering, Project Management, or a related discipline.
Minimum 8-10 years of project management experience in utility or infrastructure projects within Abu Dhabi.
Demonstrated experience managing projects under TAQA / TRANSCO governance and approval environments, or similar Abu Dhabi utility authorities.
Strong understanding of Abu Dhabi utility project workflows, authority coordination, and regulatory compliance.
Proven experience managing project schedules, budgets, and profitability.
Valid UAE Driving License.
Preferred Attributes
PMP or equivalent Project Management certification.
Experience working on EPC or framework projects for Abu Dhabi utilities.
Strong familiarity with TAQA / TRANSCO standards, procedures, and approval processes.
Fluent in English; Arabic is an advantage.
Results-driven, structured, and capable of managing complex stakeholder environments.
