Description
We are looking for an experienced and proactive HSE Engineer to lead and manage Health, Safety, and Environmental (HSE) activities across Telecom & Power project sites. The role involves ensuring full compliance with UAE regulations, client requirements (TAQA / TRANSCO), and company HSE policies, while driving a strong safety culture across all project phases.
The HSE Engineer will supervise HSE Officers, coordinate site safety activities, and ensure effective implementation of HSE management systems throughout the project lifecycle.
Key Responsibilities
Lead, monitor, and coordinate all HSE activities across assigned project sites.
Supervise and guide HSE Officers to ensure compliance with project safety requirements.
Ensure implementation and continuous update of the Project HSE Plan.
Conduct regular HSE audits, inspections, and performance assessments.
Ensure compliance with TAQA / TRANSCO HSE standards, SSR, and UAE regulations.
Identify non-conformances and implement corrective and preventive actions.
Investigate incidents, accidents, and near misses; ensure proper reporting and root cause analysis.
Compile and submit monthly HSE reports covering performance, audits, and key metrics.
Ensure all HSE documentation, registers, and records are maintained (incident logs, lifting equipment, scaffolding, etc.).
Plan and monitor Permit-to-Work (PTW) systems and high-risk activities.
Conduct safety meetings, training sessions, and awareness programs.
Coordinate with project management, clients, and contractors on HSE matters.
Ensure proper allocation of HSE resources based on project activities.
Promote continuous improvement in HSE performance and safety culture across sites.
Requirements
Qualifications & Certifications
Bachelor’s Degree in Engineering (preferred) or relevant discipline.
Mandatory: NEBOSH IGC / NVQ Level 5 / CSP or equivalent.
Qudorat OHSMS / OHSEMS Generalist (Class B or above).
ISO 45001 Internal Auditor certification (preferred).
First Aid & Fire Fighting certification.
Experience
Minimum 10 years of HSE experience, with at least 5 years in a supervisory/lead role.
Experience in Telecom, Power, Utilities, Oil & Gas, or Infrastructure projects.
Proven experience working with TAQA / TRANSCO or similar utility authorities.
Strong exposure to construction, installation, and commissioning environments.
Technical Skills
Strong knowledge of UAE HSE regulations and OSHAD-SF framework.
Expertise in HSE Management Systems and compliance monitoring.
Experience in risk assessment, audits, and inspections.
Knowledge of TRANSCO Safety & Security Regulations (SSR).
Familiarity with permit-to-work systems and site safety procedures.
Incident investigation and root cause analysis capability.
