Role Overview
We are seeking a qualified and proactive HSE Officer to oversee Health, Safety, and Environmental compliance across our Telecom & Power project sites. The role ensures adherence to UAE HSE regulations, client requirements, and company policies while promoting a safe and healthy working environment across all project locations.
Key Responsibilities
Conduct HSE inductions for site personnel and visitors.
Perform regular HSE inspections of work areas, equipment, and work methods as per project HSE requirements.
Organize and conduct Toolbox Talks (TBT) and safety awareness sessions.
Monitor workplaces to ensure compliance with HSE standards and stop unsafe acts or unsafe conditions.
Ensure proper housekeeping practices at project sites.
Support and coordinate implementation of Permit-to-Work systems.
Participate in investigation of accidents, incidents, and dangerous occurrences, and recommend corrective actions.
Conduct fire drills and ensure procurement, inspection, and maintenance of fire extinguishers and emergency equipment.
Maintain all HSE-related documentation, reports, and records.
Report HSE performance and site safety status to the HSE Engineer or Project Management team.
Ensure compliance with TAQA / TRANSCO HSE requirements and site safety regulations where applicable.
Supervise implementation of HSE requirements at assigned project sites.
Requirements
Qualifications & Skills
Bachelor’s degree or Diploma in Occupational Health & Safety, Environmental Science, or related field.
Mandatory certification such as NEBOSH IGC, NVQ Level 3, IOSH, OSHA, or equivalent HSE certification.
Certification as Qudorat OHSMS / OHSEMS Generalist Class B.
Basic First Aid and Fire Fighting certification.
Full knowledge of OSHAD COPs, with familiarity in OSHAD-SF framework considered an advantage.
Minimum 3–5 years of HSE experience, preferably in telecom, power, construction, oil & gas, or utility projects involving TAQA / TRANSCO or similar authorities.
Strong understanding of UAE HSE laws and regulations.
Good communication, documentation, and reporting skills in English.
UAE Driving License preferred.
Required Competencies
Demonstrated experience working under TAQA / TRANSCO HSE requirements and approval environments.
Strong knowledge of HSE requirements and regulatory compliance.
Ability to conduct risk assessments and implement control measures.
Experience in conducting HSE inspections and audits.
Knowledge of TRANSCO Safety & Security Regulations (SSR) or similar utility safety standards.
Incident and accident investigation capability.
Good understanding of work procedures and permit-to-work systems.
Strong coordination and teamwork abilities.
Effective oral and written communication skills.
General HSE awareness and ability to promote safety culture at site.
